Bengal SIR 2.0 Report: Murshidabad Leads with 16.7 Lakh Logical Discrepancies; Border Districts Under Scanner.

KOLKATA: The West Bengal government’s latest audit under the Social Institutional Reform (SIR 2.0) initiative has unearthed a staggering number of "logical discrepancies" in citizen data across the state. Murshidabad has emerged at the top of this list, recording over 16.7 lakh cases, raising serious questions about data integrity in border regions.Special Intensive Revision (SIR)

The Magnitude of Discrepancies

The SIR 2.0 project was launched to streamline and verify beneficiary data for various state welfare schemes. The "logical discrepancies" usually refer to mismatched information—such as duplicate entries, incorrect age/gender data, or invalid Aadhaar-linkages—that could lead to the leakage of government funds violent protests, roadblocks and even vandalism.

The Top Five Districts with the Highest Discrepancies:

  1. Murshidabad: 16.7 Lakh cases

  2. North 24 Parganas: (Significant figures following Murshidabad)

  3. Malda: (High volume noted)

  4. South 24 Parganas: (Large-scale data mismatches)

  5. Nadia: (Notable administrative gaps) logical discrepancies

Why Border Districts Lead the List

A striking feature of the SIR 2.0 report is that the highest volume of discrepancies is concentrated in border districts. Analysts suggest several factors for this trend:

  • Migration Patterns: Frequent movement across borders complicates the verification of permanent residency.

  • Documentation Errors: High density of population and reliance on multiple identity documents often lead to overlapping data.

  • Welfare Leakage: There are concerns that "ghost beneficiaries" might be siphoning benefits meant for genuine residents.

The Government's Next Move

The state administration is reportedly planning a massive "Data Cleaning" drive. District Magistrates (DMs) in the affected areas have been directed to:

  • Field Verification: Conduct physical verification of accounts with mismatched data.

  • Aadhaar Seeding: Ensure 100% biometric authentication to eliminate duplicate profiles.

  • Strict Timelines: Resolve the 16.7 lakh cases in Murshidabad on a priority basis to ensure welfare funds reach the right hands.

Administrative Impact

The SIR 2.0 findings are expected to save the state exchequer crores of rupees by plugging loopholes in schemes like Lakshmir Bhandar, Khadya Sathi, and Swasthya Sathi. However, the sheer volume of cases in Murshidabad suggests that the administrative cleanup will be a long and arduous process.
